Enforce ilvl-sync to Alliance Raid Roulettes to put a stop to the Crystal Tower Spam

They still are threat if not the main cuplrit. Even if each 1 of 10 araids are CT bacause of cheesers alone, it's 10% more CT raids. And on the scale of all queues thats a lot.

Again, no proof exists. If other alliance raids were being run, you would get them (like me).
