No second chance point despite new player in Euphrosyne

Steps:
1. See two people in cutscenes loading into zone, but do not get "One or more New Players" message
2. See two people get "Mapping the Realm: Euphrorsyne" at the end of the Menphina fight
3. Do not get any second chance points despite two people clearing

This applied not only to me, but to all members of my party. Previously, any member of the alliance being new would generate second chance points and the new player bonus - unless I have been hallucinating that since Wondrous Tales was added.

Did the new player bonus get broken if they are not in your party specifically for alliance raids?

Something seems to be going on with the Journal.

I did a 6789 roulette and got Qitana Ravel, then ran Expert. Turned in an expired journal to Khloe and both of those were greyed out on the new one like I had finished them but didn't have any stickers in the book.
