How much that would actually help OP is uncertain. Rewards for it would have to be pretty good for anyone to bother with an expert alliance roulette. Paradigm's breach is an actual slog.
I avoid Alliance Raids because of CT, I see a roulette with a high chance of engaging content as reward enough. I'm not the only one, this topic has come up before. Maybe the majority of players want to sleep through the level 50 raids, but there does seem to be a group that wants the opposite. It doesn't have to be huge, just enough to populate roulettes.
They should require all alliance raids unlocked to queue the alliance roulette and be on a job that meets the min ilvl requirement for the newest raid in the list.
As nice as that'd be, you can't really do that though as it limits the roulette to max level players. Alliance roulette is also a GREAT leveling roulette, so you limit it to max level characters only and you're taking away a very useful leveling tool.
Honestly, I'd like seeing the CT raids moved to the main scenario roulette since it currently only has, what, three instances in it? Just revamp CT a little bit to make it 8 man friendly.

Theres a very, VERY easy solution.
If you do bozjan content and complete it, every week you gain accesa to two quests.
One which gives coins for Judge gear, one that gives coins for Zadnor gear.
They could very easily plop some npc in, say tomra for nier raids, who you get this blue quest from. You do the raid, you get X number of coins, you can then trade coins for your preferred raid related item be they gear or minions or cards.
The problem with alliance roulette really is there is NO reward for any besides the ct raids. You have to do ct raids to continue the game (they should fire whoever made that crackerjack decision, graha is not worth the drudgery), you dont have to do any other raids...ever. Not really. Thats all optional.
Incentivized rewards are the best answer besides "please god just turn CT into solo instances so we never have to be lv90 doing a daily to get Labyrinth 6/7 times a week ever again".
TBH it's generally the people using it as a leveling tool that's causing most of the issues with people waiting to queue specific later raids. Though there's better and more efficient ways to level up jobs available in game. And given the frequency when I end up with a CT raid where ppl are seen doing the bare minimum needed to avoid the afk auto kick I feel like much of the ppl using it as a leveling tool are essentially just wanting other ppl to level their character for them.As nice as that'd be, you can't really do that though as it limits the roulette to max level players. There are two issues to address. The first is naked queueing. De-incentivizing players to force pop the CT raids is what needs to happen. This can be done by upscaling those raids in terms of mechanics and clear times.
The second issue is level discrepancy. This is an issue that only gets worse with each expansion, and I don't think lumping all the raids together in one roulette can continue. I think there needs to be something similar to leveling, expert, and then everything in between. In the case of alliance raids, there can be a roulette specifically for CT raids, and you get one of those three raids. The max level alliance roulette becomes available once the second alliance raid of the current expansion becomes available. Last would be all raids that fall between CT and current expansion. There should be an ilv sync that is applied if your level is higher than the highest level raid in this roulette. It will not matter if you naked queue, your ilv will still be synced to the minimum required to enter the highest raid available in this roulette.
There might be a concern with this that it will kill the CT raids, but I don't think it will. If they are revamped and the rewards are worthwhile, I believe this won't be an issue at all.

Been happier since TBH. I play to have fun. CT just isn’t.
The old Story Roulette was a prime example of it's not as simple as just balancing the reward. In the old-old one, people would avoid Preato in favor of Castrum, but when Castrum was buffed, people actually dropped Castrum for another chance at getting Preato. Speaking for myself, Ivalice is at a point where you can't give me enough reward to queue into it, unless the reward for it is large enough that it would actually obsolete CT the same Preato obsoleted Castrum.
Another problem with the various suggestion of somehow exclude CT seem to have this assumption that the players will just let themselves goad into whatever direction you want to push them. For example, do you think removing CT from Alliance roulette will make someone like me go "oh, guess I have to go unlock the other raid I hate so much now"? No, the most likely outcome would be I just decide to ignore Alliance roulette altogether.
