Sounds like your partner has been flagged. Could the purchaser of the current FC still be in the FC? Are they trying to relocate? I ask because if the original purchaser is still in that FC, only they may relocate.

She won our original FC house back in March last year. She was able to bid in May on our FC plot but another member won it. She had no issue relocating her personal house several months ago.

We're trying to help a friend get an FC house, so my partner has 2 Alts in said FC that have been in the FC for over 30 days each.

My partner by all accounts meets all requirements and there shouldn't be any blockers, yet she's flagged as having an FC when she is not an FC leader and has never been an FC leader.

Doesn't matter if she's the FC leader or not, if her account won a house previously and that specific character is still a member, then she's flagged.

I can confirm that yeah, it is stupid, as Paal said, once you claim, you claim for the entire world on that account, you cant claim anymore

Doesn't stop people from having multiple FCs on their account when you can just use a second account to create and bid on FC plots then transfer leadership over and rinse and repeat... it just screws over innocent players lol.

well, we are preparing to potentially have my partner leave the FC so the alts can bid if anymore tickets go on. Having to prepare to demolish the FC apartment -_-.

Only solution is another account, or your partner leaving yeah, it's pretty shitty

This is what needs to happen so they can help the friend get a FC house. Once the friend has the house, your partner's character can rejoin your FC.

And yeah, it's annoying to have to demolish the private chambers. You can shortcut it a bit by kicking the character from the FC, which will force all their furnishings to get stored at the Resident Caretaker. Once they're ready to rejoin the FC, they can claim the items from the caretaker. That way your partner doesn't have to find storage room for the items until they're ready to put everything back.

Definitely not a bug:

You do not have a character on the same World on the same service account that purchased and maintains a free company plot
* If the character in question purchased the plot, they may still submit a lottery entry for the purposes of relocation.

Though I am genuinely surprised everyone in this thread suddenly understands this restriction. More so at the caginess around the loophole given how this is most likely a genuine rare edge case for its existence. Rather than say, simply render a ward a ghost town for selfish purposes.
