No, officially his stance has pretty much always been "no third party tools of any kind", of which ACT is included.

I'm sure there are plenty of people who have interpreted his statements to be some kind of implicit "don't ask, don't tell" kind of agreement, but what he personally believes is neither really here nor there, cause he has to toe the company line, and the Squenix company line is "nothing is allowed".

I would like to call your attention to an incident some time ago wherein Yoshi-P actually asked players to keep sending in their data to help with something. This data was being collected via ACT and other, similar software.
