Seems like they mostly act on high profile public cases. Their involvement is rather reactive rather than preventive. I'm guessing they don't care two bits about some twitch streamer if it doesn't evolve into public drama of some sort.

Simply because it barely matters. Most content can be cleared without such tool, without too much difficulty. And since they are already very strict upon people blaming others when such tool was used, they already cover the worst offenders for most regular players.
Sure, it would be a nice statement against cheating, but keep in mind that streamers are at the same time also a source of marketing. If the streamers would stop streaming, that would have a negative effect. Banning them all at once can be risky. But on that, maybe another blog/news post about becoming more active against it as a warning ahead in time (and giving those streamers time to stop using those tools), would be a better way to handle things instead of instantly doing a massive banwave

I think it's just personal taste at work here. I honestly cbf to sit and watch someone stream unless I know them personally because I don't find it entertaining at all (outside of DougDoug because of his chat interactivity and I find that fascinating). I'd rather be listening to music or doing literally anything else. I find streamers to either be: extremely deadpan, extremely hyper to the point it's uncomfortable or a weird middle of the two mixed with perv/"after hours" content. That's just me though.
What she said :3 I tried, I find it too banal, much rather play the games myself.I think it's just personal taste at work here.
