Funnily enough, something like such having an excuse for not doing hairs/hats, might actually make the race more likely to be added in the future if there ever was a chance ('limited races'!), if I had to guess. I don't know if they'd actually want to tread such ground again though.

As for lopporits: they make no sense to be made playable. At least someone could probably argue the other two in some form.

As I'd mentioned before. From a story telling prospective they are entirely viable as bits of lore indicate individuals that had left the moon and arrived on ethirys in the past and also the side quest showing another in the process of doing so as well. Your character is already a sort of amnesiac at the start of ARR anyway so a loporrit not remembering anything about their past, origins, or duty wouldn't be out of the question. Additionally you have to remember that ALL OTHER PLAYER CHARACTERS DO NOT EXIST in regards to NPC interactions. It doesn't matter if you see 50,000 people running around as a Loporrit. The NPC's would view you as the only one in the world until you get far enough into Endwalker to find them on the moon.
