
There are much less FCs than single players wanting to own houses.
Outside of shell FCs with individuals owning entire wards, the actual FCs don’t properly fill up FC only wards (and you’ll have to not count the shell FCs with a single player going that way to get a house more easily).
If anything we do need more private wards, you could add a few for FCs, but what would really be refreshing would be wards with only mediums ot larges. Or smalls that you can upgrade to larges.
You're correct we need more private plots than FC plots, but FC's still need the chance to get in there first and the last round gave us the minimum number of FC only wards, being one.There are much less FCs than single players wanting to own houses.

Remember, housing used to be FC ONLY, while individuals players only got apartments and FC rooms. Plus wards are usually much more lively when it's FC's inhabiting it.
You see an FC house and there's typically FC members in and around it. You see a private house... and it's empty, because the player is either never online, or doing content somewhere else, or hanging out at their FC house!
Unfortunately, uncoupling workshops of FC houses is probably not an option at this point. If you notice, when an FC moves, it has re rebuild the workshop and all the workshop history is erased. So moving FC workshops somewhere else would likely force FC's to wipe their workshop history, their exploratory progress, etc.
It wouldn't be a simple thing to give us wards with more Mediums and Larges. A district would need to be designed that way from the start. And then you come into fairness in pricing out people from certain districts. Why don't those who want a Small get to live in Thavnair? Why do you have to have 40mil for a Mansion if you want to live in Sharlayan?
The most I can see them doing is building the next district with one extra Large (4 up from 3) and maybe two extra Mediums (9 from 7), which would drop Smalls from 20 to 17.
