In other games, mounts in cities just means people don't behave like it's a city and park dragons in major locations of business. There are smaller villages where they are allowed, so it's not just about covering npcs, it's about major city states looking presentable. When you enter a city, you exit your vehicle and walk around and they are making you respect the lore.
You were able to use mounts in Mor Dhona, Idyllshire and Rhalgr's Reach, all once populated endgame areas. Idyllshire still sees some popularity among new players and people doing Unreal, so sometimes people just go there because they can use mounts.
Knowing they are busy places, they probably don't want to increase the amount of rendering required, especially on consoles.
In other news, there is no technical debt from 1.0.

Peloton exists, Aetherytes in cities exist, FC sprint buff exists, Strider Boots exist...
Personally, I think Sprint should almost work the way it does in PvP... Make it into a Toggle, that turns off when you use any item or action and for PvE make it also turn off when attacked. Make the current sprint into a separate action in the essence of Bolt from ye olden aeons on PvP.
