It's to make it harder to buy a bunch of FC plots, all those changes were implemented to throw a wrench into FC re-sales.
Now you have to jump thourgh plenty of hoops, if you want to do that.
Yup. A lot of the veteran submariners were gil-rich (often gil capped) compared to the average player even before they got into submarines. A lot of them were/are crafter mains.
As a submariner who has been around since 2019 and in the sub discord, every single patch, we meme/troll the newbie submariners that Fight Club (meme name due to historical reasons for gil farming with submarines) has been nerfed.
A lot of people have this mistaken notion that nerfing submarines will somehow make multi-house owning submariners give up their houses/wards.
What they don't realize is that even if submarines were nerfed, house collecters/ward owners will still not give up their houses.
Just like those popular JP house designers who collect houses/wards and don't even use the workshop.

The answer to it all is what some would refer to as cruel if SE need to come with a proper solution and create equal ground for everyone... then there is only one solution.
1. Remove Grandfathering of multiple housing once and for all
2. Forcefully put down it is max 1 house and 1 FC per account, meaning you can only be master of one FC.
3. Take the workshop out of FC/Housing and let it be a place you goto for the FC that could be instanced the same way as Island Sanctuary... good place could be the Waking Sands Area and or Silver Bazaar area in Horizon...
Pros: More plots, no or much lesser abuse of the system, everyone got a fair shot at things.
Cons: A minority would complain about it endlessly, no worries they will be re-imbursed the plot costs, multiple subscriptions can still get more, but that is fair due to it is another paid subscription, some few may quit as well as they can't see or understand it should be the same rules for all and that some should not have special rights that tower over any other player in game.
Thoughts: As for PR for SE, it would be a drop in the Ocean, they can all fix it by the TOS, and they can also give a proper warning.

I've also given away over a billion more gil to people to buy housing with no expectation of anything in return. (Other than I ask for screenshots of their new house when they get it.) I also spoil friends who don't enjoy money making or crafting/gathering. I support RP venues. Need a new uniform for your bar? I gotcha. Need emotes or glamours for your performance character? I'll get what you need. Without asking for or expecting anything in return.

Again no doubt most folks are benign in hoarding a communal resource but it would be very silly to assume that not a single one abuses it for RMT, even if it's just in exchange for a time card or Amazon wishlist.
It's also worth noting that the idea that everyone only gets one bid is patently false. FCs have the unique ability to place multiple bids on plots, only limited by their gil and characters. To try to imply a user with multiple gil cap worth is on a level playing field with the average player is misleading at best.
