It's obvious with a lot of chest gear that they didn't bother to design much of it for the bust slider. It's just more obvious with Minfilia's outfits because she has a bigger bust than the slider allows anyway.

You’re basically using Gaia’s rescaled body model when wearing the “outfit.”

You can spot this awkward proportions especially when seeing any larger female characters using this like femroes. Additionally if you happen to play a character with different skin tone (let’s say, darker), the fishnet stocking will still show you have Gaia’s skin tone too.
