Aren't most, if not all, NPC outfits we get only one piece?
I mean, this is how the trend has been for the last couple years then. I honestly don't remember ever being around when NPC attire was separated and not just one whole piece (been here since 2020).
Ryne's outfit is 3 pieces, Y'shtola's ShB outfit is 4 pieces.

This has really gotta be it. Because older NPC outfits didn't actually have unique parts (like Yda's and the gang before HW) with the exception of Minfilia and Minfilia's outfit is a single piece. I was legitimately surprised when the gang's future outfits weren't single pieces - or that less central NPC outfits weren't. Crossover event NPCs I don't include in this, since their events are made in mind with what gear will be available (and always massively genderlocked with the exception of XV's).
I'm surprised - and sad - we didn't get her hair but also because of that I think that may be why it's a bit cheaper (I fully expected this to be like, 18 instead of 12).
Actually, Yda's is built as a single piece, presumably because of the layering of her shirt and gloves – IIRC the sleeve frills get tucked into the gloves if you equip those pieces together, but Yda has the frills loose over the gloves, so it must have been a custom assembly. They still should have been able to provide her shorts and sabatons separately, though.
This is exactly why they started doing this. Instead of having to make individual items fit to our character, they're essentially giving us a tweaked version of Gaia's model. In the case of Ryne, she's just a scaled down Midlander with a custom head morph. So the work on her outfit was already done.
I remember them claiming it was to save on our inventory space but either that was an excuse or they just believe people only buy these outfits to cosplay as NPC characters.

That's what I figured was the reason as well, along with the complexity of the piece(s) and how they would interact with other items maybe? Lyse and Minfilia are standard Midlanders afaik but they have 1 piece outfits and outfits that come in several pieces.This is exactly why they started doing this.
