Says here they are currently not available.

It was posted a few times that the Dynamis and the newer worlds on Chaos/Light would not be made available until a later date. The 6.3 patch notes includes a link explaining this.

I did see a couple of places where they mentioned Dynamis and Materia datacenters not being involved, but I did not see the other 4 worlds in the sources I looked at earlier in the week. I can't say for certain that they were official sources, but pretty sure at least one of them was. Any idea when these could be opening up on the non-Dynamis/Materia worlds that don't have them available yet? Is it more than likely not going to be until the release of Patch 6.4?

My guess that they won't be open until most of the remaining plots on the current wards are taken up. So someone has to take one for the team and buy the less desirable plots (ie: Smalls in Goblet) before that happens.
To be fair, my Marilith FC chose ward 10 anticipating it to be converted to personal early on so FC members could get their personal houses in the same ward later if they wanted.
"Hoarders" wouldn't have a reason to think about that. They were getting what they wanted upfront. Resellers might have benefitted by focusing on 10-12 first (they could then go back to 1-9 once 10-12 sold) but then when houses are still so readily available on most of Dynamis, who were they going to sell to?
SE probably won't open them to purchase until the existing wards on the new worlds are mostly full. Seraph is probably going to be the best test case for the new worlds considering the relatively small number of available houses that were left in the original personal wards. We'll have to see how rapidly wards 10-12 now fill there.
The lack of new wards on the new worlds is disappointing for those who had hoped to upgrade but at least they already have a house or still have the opportunity to get one even without the new wards opening.
