The level sync system is already in the game so it's not like they'd have to come up with anything new, other than to give players the option to level sync on command. There may be some issues to clean up, such as entering a F.A.T.E. while already level sync'd but I imagine that could be solved.
As for folks asking what's there to do or what's the point - it's entirely whatever folks make it to be, much like having an apartment or hosting a venue. I don't imagine this is a big ask or even a big undertaking to implement but a feature I would've enjoyed seeing even as far back as ARR.
City of Heroes had a mechanic like that. You could artificially lower your level to match someone else. The benefit to that would be it would erase XP Debt twice as fast ( In CoH if you died you would gain a portion of XP debt so during that time half the XP gained went to the debt and the other half went to leveling progress ). You would have all the powers and slots you had picked out when you were that level so you could play with friends.

FATEs are being brought up a lot. To me, it seems like that was their way of allowing this in a controlled environment. There's no need for sync outside of that, so why should they mess around with it?

Oh I'm just saying it was a thing. I don't think world sync is very necessary since this game is pretty much a Single Player game with some MMO sprinkled in.
