Damage meters are so "risque". The essential aspect of a spell is that it has an effect, The essential aspect of a glamour is that it is visible. The names floating above heads are part of the interface.Mods aren't sanctioned because of the more "risque" applications that could potentially cause harm to the image of the game. Nothing more.
I can already turn spell effects to limited or completely off if I want to. Those are "part of the world" like people's glamours are. Is that having "God mode"?
I can also limit or remove people's names on my HUD if I wanted. To some people their character's name is just as important to that character as their appearance. Is removing their names from what I see somehow harming their experience? No.

Who said anything about damage meters? We're talking strictly cosmetic mods here.
It's funny how you can pick and choose what is considered part of the world and what isn't. If someone casts a fireball in the world and no fire comes out, that would be weird wouldn't it? How would they know it was a fireball to begin with? The effect of the spell, aka the damage done, is partly a game mechanic. Which is why a normal human can take a Flare to the face and not immediately get incinerated. The visuals are what is part of the world.
