Know those lalas who keep losing all the lottery?
Raise their chance each attempt.

This is a great idea until you take into account that it effectively locks out new players.

The entire point of the system that players asked for was that it treats everyone equally. Now no one gets a benefit for being able to pay more for a house, being willing to trade, having more time in game or playing during a certain patch. You're not going to get a better lottery % than other players just for existing. Keep trying and your chances of never obtaining a house (very slowly) approach zero just by the nature of having more attempts than other players.

It would lead to the same end when everyone got +3 bonus, so it wont solve anything
So....if someone sells a FC that is not still a thing? If someone has 5 alts all with enough MSQ progress to put in bids? The entire point of the system that players asked for was that it treats everyone equally. Personally, I would have liked to have seen Empyreum houses reserved for players with the highest Ishgardian Skybuilders' points. Didn't we help rebuild those entire zones? The least they could do is keep aside 1 ward and give the top 7-8 of each crafting type a free house for their efforts.

Why do people keep coming up with all these weird ideas when the solution is and always has been more housing? Either more wards or the introduction of instanced houses, or both (maybe also include revamping the apartment system to allow for larger apartments).

We were already given other rewards like the titles and the Pteranodon. We didn't need to get a house from it as well.Personally, I would have liked to have seen Empyreum houses reserved for players with the highest Ishgardian Skybuilders' points. Lorewise we also had nothing to do with the building of Empyreum, nor was it created as a thank you for helping with the Firmament.
From the quest to unlock Empyreum:
Ah! [player forename]! I've been awaiting your return.
You see, after you helped bring an end to the Dragonsong War, we have striven to rebuild the city.
And thanks to the assistance of countless craftsmen, our efforts to restore the Firmament to its former glory are finally complete!
In fact, House Dzemael assembled a team of masons so skilled and efficient that they were able to finish the construction of an entirely new quarter!
Its name is “Empyreum,” and it was created to serve as a residential district for adventurers from across the realm.
Housing shouldn't be reserved for players based on what content they choose to do.
I still want arena 1v1 PVP with Original Star Trek fight music, as the decider moving forward.

Balmung would need a ladder based system, final winner out of 3000 taking the small.

That was something nice about housing in RIFT - there were PvP specific Dimensions so players could build their own battle arenas and run their own tournaments.I still want arena 1v1 PVP with Original Star Trek fight music, as the decider moving forward.
