I've wondered with this, if the exact problem isn't "whether people can check what their friend owns" but the consequences of not checking and buying something that they do own.That's the official reason they gave. From the announcement post in October:
* Items that can only be used once per character have been excluded from the gifting feature to avoid the possibility of the recipient having already used the item before. Please refer to the Gifts for Friends Guidelines before purchasing items as a gift.
Can things like purchased mount whistles and emote books be discarded? If not, then I suspect that a duplicate would become a permanent dead weight in your inventory, unable to be either used or discarded.
And the same question for the job/story boosts. Does anyone know what happens if you try to use one when you're already past that point in the story? I do know that (having used a skip after playing partway through ARR on a character) it resets map completion, and probably general completion status, for dungeons you have already done. Maybe that's all that happens if you use a book that won't actually benefit you.
My reading of that statement is that fraudulent activity was the reason for stopping the old system, while avoiding doubling-up is the (official stated) reason for what can and can't be purchased under the new system that has replaced the problematic one.

It stops you from using saying 'you've already completed this story' and stays there taking up space. Which makes me confused as to why you can still buy job and story boosts if the stance is to prevent double purchasing of items a person may already have.And the same question for the job/story boosts. Codes were nice especially if you were gifting someone with alts. They could at least use the code on an alt if they already had the item. Normally I'm all for criticizing SE and their decisions with the game(so call me a hypocrite for this if you want), but this issue reaches out beyond the game itself.
You can criticize any other aspect of the game, but there's a valid reason for the current mogstore restrictions. The people who want them lifted have my sympathies, but they need to just accept it for what it is at the moment.

Look I like drama but enough of this.
When you deal with human beings, never count on logic or consistency.

The difference is purchasing a gift for someone else who might already have it versus purchasing something for yourself. When doing the latter (such as the aforementioned boost), you only have yourself to blame if you bought something you can't use. With the former, it gets much more complicated, especially around gift-giving times when multiple people could potentially be buying the same gift for the same person.
The announcement specifically and explicitly points out that the reason involves the recipient being someone else. It's not only because of the "one use" thing.Alas if that was the real reason then they would have restricted job boosts and the story boosts as well since you know... you can only use those once.
Just do what I do give your friends your card info but make sure it is one with a low limit. You should have a low limit card anyways that you use solely for online stuff just incase your online accounts ever get compromised.
If I am willing to get someone I gift means o trust them and if they burn said bridge fine it is a minor inconvenience lesson learned.

They made the changes to mitigate a problem. No other solutions have been implemented as of yet. I can't see why they'd just reverse this policy, exposing them to fraudulent chargebacks.
