I'm sure queueing with friends only leads to bullying people who queue solo, like you know, Frontline/RW premades...

Exactly this. People will say you should have qued up with a duo, but this cant be expected to be the default. Furthermore only a small percentage of the que will be duo vs duo. More often than not it will be duo vs random noobs for a free stomp.
And who actually cares? It's casual pvp, you're just a likely to queue in solo, have 4 knuckle draggers on your team and get completely steamrolled anyway regardless of whether or not the enemy team would've had a premade duo.
The fact that people think duo queues would make the CC experience worse for the average player than right now is hilarious to me, in a mode where a single bad player on your team can already cause you to lose the match.

On Materia queues are dead enough that you'll basically always be put in the same game as your friend anyway.
If its unfair advantage you're worried about then the only thing more unfair than two competent players on the same team working together with good communication is two competent players on opposite teams working together with good communication.
Will this prevent win trading in its entirety? Absolutely not, but it will prevent "bro i'm nearly diamond, let me win this one".
