As far as I recall, legions number V, VIII, IX, XI, and XIII are still totally unaccounted for and presumably up to gods-know what in the provinces still.

Their intent has been kind of murky since the end of ShB as they didn't want anything to do with Garlemald after the second civil war broke out.

I want IXth to be in Meracydia doing something with the giant tree worshiped by the tribe that summoned Sephirot. And it'll be called the Iifa Tree.
