There are low IQ shithole datacenters which burn marks as quickly as possible for minimum community gain. Those are usually plagued by civil wars where different guerilla hunting groups try to keep each other from establishing dominance of the hunting market. These groups will spawn and kill S Ranks parallel to one another so that either group gets less total marks. They are disorganized and the hunter's call is to sacrifice their own gain in order to defeat the other group.
I haven't done the hunt on Primal in a while, but it was a mixed bag at the time. The general consensus leans towards 5 minutes from the pop time. It's fair and people should expect to miss it if the queue is more than 50 to hop over. Occasionally, there's an idiot lurking about about and an effort is made to reset.
