Yes, and the drivers for these extra free plots on old servers are going to remain for a while.

Not everyone is tied to their old server. Some people don't mind moving for the real benefits and prefer a less crowded Limsa.
Whole friend groups will move. If most move, then even those with homes can leave those.

People moving and giving up their house, is freeing up properties on old servers, as well as the homeless who move reducing the number of people left on the old server in the race for what's there.

That 1800 should help. Some will depend how it is divvied up. My server still has FC plots open after...what... 6 months? I don't know about other servers, but the FC wards are not as in demand.

Think the FC wards on most of if not all the Crystal worlds are filled now. Balmung and Mateus filled quickly. Coeurl finally sold out about 2 months ago and we're on the lower end of population among Crystal worlds.

FCs have generally taken up about 30% of total housing. SE still favors them though, which is why we'll probably see a 3/3 split instead of a 2/4 split. Or maybe SE will finally make good on what they announced and start changing ward designations on a world by world basis. Perhaps they'd make the wards all personal for your world if there are still a lot of FC plots left open while Crystal worlds would get the 3/3 split.

We'll know come January.
