    The OP is talking about after you've selected your ability and are at the target confirmation step. You need Up/Down here to make it easier to select the member you want to heal; when using left and right, it bounces back and forth depending on where they are on your screen, making it a royal pita to select the person you want quickly. With up/down, you know exactly how many key presses are needed to move the target selection to the person you need to heal, because up/down traverses up and down your party list in an exact order.
