Its hardly excuse. We don't know the metrics, we can only assume the reality that the level of rmt/theft was greater than the general use of gifting. Its common business sense. They wouldn't make a change like this and potentially have negative PR if the RMTing wasn't a major issue with most of it being used by stolen cards.
