If the person doing the giveaway is not receiving anything in return, it's not. They define it in the ToS as exchanging in-game data or activities for compensation.

If said person was receiving cash or gil for an entry into the giveaway, that might be closer to their definition though.

I have never known a giveaway where they aren't getting something out of it. Maybe a harmless follower in the case of twitch and twitter but it'd still be disingenuous to say they aren't getting something in return. Absolutely nothing at all in any given way. Giveaways are used to incentivize, entice, and allure typically with sn ulterior motive behind it. Anything else would be properly labeled a "gift" instead.
