Pretty sure they said they had the option to turn it on if need be... i.e. if the server population is really low and there is no demand for housing. Since there is demand for housing, it won't be turned on.
They also said they were looking for feedback on how to distribute houses within that system. The community wanted 100% lottery.
They never said they will be. They said they were considering it but wanted player feedback. The majority of the feedback said all lottery so that's what they went with.
I don't mind waiting an extra 5 days to get a house for my alt that I'm transferring. It's not a big deal. I'm glad that players that can't be logged in at 3am in the morning will still have a chance to get the house of their choice.
I also don't expect there to be so many players transferring to Dynamis that there will be competition for any houses outside of the larges and a few of the more popular mediums. So far it looks like Seraph is going to be the big population server so there might be a bit more competition there but at the very least everyone should be able to get a house if they aren't picky about location.
The problem is that people will complain no matter what the housing system uses.
FCFS supporters will come here and complain that the login queue was too long and that's why they didn't win - "Lottery is better!"
Lottery supporters will come here and complain that they had to compete with 500+ players and didn't win - "Placard Spamming is better!"
Placard spamming supporters will come here and complain that they lost to a auto-keying bot and didn't win - "FCFS is better!"

At least we know that SE does have plans to add additional wards to all worlds. Now it's the wait and see for when (I'll bet on 7.1 but please surprise me and make it sooner) and how many.
When Empyreum came out, I counted 1500 bids on larges on my server and another 2000 on mediums (these are estimates, since I misplaced my spreadsheet and don't recall the exact figures). It was unclear how many of these bids were current owners attempting to upgrade, but after the fiasco of the 0 winner was resolved, there were only 60 or so smalls/mediums up in the other areas. Some could have been people relocated small-to-small just to get into the new area, but I'd imagine most relocations were small to medium/large or medium to large. With about 3500 bids on these plots, it stands to reason that the demand is so much higher than just a few wards would address.Exactly. It's why complaints like these are frustrating. The number of bids after a world was down to the last dozen or so smalls is probably as close to an accurate number as we can get for the number of players who want a house but don't have one. EU already got their 4 new worlds with 28,800 houses. That should have taken care of most of the EU demand if their numbers were similar to NA and people took advantage of the opportunity to transfer for a house. They'll be in even better shape next summer when they get their new data center with 8 new worlds (assuming that doesn't get pushed back).
The 4 new worlds NA is getting on Tuesday would take care of about half the estimated demand assuming that many players are going to transfer to get a house. There's supposed to be another 4 worlds added to the new data center next summer, which would possibly cover current demand though it would barely be enough. But we'll also be fast approaching 7.0's release when the population will likely jump up again. SE said they were considering even more new NA worlds for 7.0 but hadn't made a firm decision as of that announcement at the beginning of this year. They were probably waiting to see how much of the WoW exodus stuck around and then how many players were taking advantage of the houses on the new worlds already added.
Keep in mind the new worlds are not being added for the sake of more housing (that's just a happy side effect). Those worlds are being added to help manage log in queues better. For all people like to complain about dead worlds, NA worlds are congested by JP standards. We need to be thinned out.
There's always going to be a demand for more medium and large houses, though. Even if we got to the point that every player could have a small, there would be the complaints about the lack of the larger ones for players to buy.
For the record I'm homeless and have lost the lottery every time and still think it's a better system. At least it's marginally more fair.
There are 1,000+ people vying for a personal house on Faerie almost every lottery. Adding a whole new housing district wouldn't be enough and certainly wouldn't give everyone a plot they actually want.
New worlds aren't a solution for housing in my opinion. I really want a house, but give up all the connections on my server to just for a house? That's not a very fun choice to have to make.
