    It really doesn't matter, though. The difference between optimally melded BIS and BIS-except-full-Tenacity-melds is 1.469% on PLD, for example. Even without the external calculators we use to determine that, a newbie in game could see that Tenacity is "the tank stat" and fully meld it with no other information and they would only take about 9s longer to clear a 10 minute fight than someone with optimal gear. Such a difference does not matter to most people in most content, and even in Savage where it might seem to matter, "fix your rotation and mechanics handling" will always be the real thing that needs fixing.

    9 seconds is a long time on close enrage timers in savage, most first kills happen during the final enrage cast, if the game was not so tight on dps it indeed would not matter, but it is not a choice, you must go maximum dps and the game doesnt show you this informations.
    If it doesnt matter why dont you make all tanks meld Tenacity and all healers meld full Piety? right because you MUST go full dps.

    The game isn't that tight on dps. Enrage wipes and enrage kills involved failed mechanics, bad rotations, or low IL. Fix mechanics, rotation, and IL before worrying about whether the tanks melded Tenacity.

    So simply put "it doesn't matter" because the difference between melding / choosing gear pieces is not significant enough to warrant having information displayed in the game of what is your:
    • Critical Hit Damage
    • Critical Hit Rate
    • Direct Hit Rate
    • Determination coefficient (damage, healing)
    • Skill-/Spellspeed coefficient
    • Tenacity coefficient (damage, mitigation, healing)
    • Piety MP regen coefficient
    To me, "it doesn't matter" is some trash level rhetoric to justify something not existing. Every single MMORPG will let you know what your % stats are and people were ok with it, yet in FFXIV we didn't have it and people just take it this way and actually try justifying it.

    Getting to know your stats has literally no downsides and would be a welcome QoL addition for people gearing up.
