Eh, it's a problem but whether people like it or not the behaviour is already 'encouraged' by the current design allowing for such drastic levels of leeway. Whilst that remains to be the case, and whilst there is no real encouragement beyond self-satisfaction with learning, then people will just continue to play without bothering to learn.

There exist folks who would give out useful advices. But if that fell on the deaf ears, then the game has to be the one telling them: punishing that mistake. The game just don’t have many of those outside EX & higher.

I mean the ToS DOES have a bit about lethargic gameplay being forbidden. But yeah, the game does a horrible job of teaching people how to play. It's silly.
