Summon Bahamut and Summon Phoenix can be cast while outside of combat

I'm a Summoner main and I've never heard of this, clearly something is wrong with your game.

If you are out of combat with your Carbuncle summoned, the Summon Bahamut/Phoenix button will be lit up. If you target an enemy and are still out of combat, you can press the Summon Bahamut/Phoenix button prior to being in combat. This behavior is different from every other button that says "Cannot be execute outside of combat", including Aethercharge which Summon Bahamut/Phoenix replaces.
