They (and probably others) most likely don't realize that toxicity has always been present. It's on the internet in the form of an online game. Toxicity is inevitable. This community is decent overall, but it is not the pinnacle of human kindness that some make it out to be.

I love this comment. It makes me think of how crystal conflict had open chat removed entirely and just left us with pre-written messages. It also is the content where I reported the most people in for toxic behavior.

I might have my gripes with SE and the dev team, but there's no real question that they understand how people on the internet work. That said, their responses are heavy handed at times, but it's not hard to see why.
