I'm on the camp that they are Ronso, but with an asterisk. That asterisk being that, in a bad day, they're Ronso-adjacent. I'd call them "Ronso" in the sense that they're a spin-off of Ronso. They are Ronso+
Because here's the thing Zanarkand. We can't really point out stuff like "Oh, they look nothing alike + they all have horns in Spira". Because yes, they do... in Spira. In Ivalice, Viera have these weird feet and their fingers and nails are freakishly long. Yet in 14 they're still Viera. Nomenclature in FF14 just changed Ronso to Hrothgar for some odd reason, and the First was the one who stuck with the Ronso name. And we shouldn't look at lore at face-value. The Lost do hail from cold mountainous regions (at least according to Sharlayan misconceptions). But apart from that, the Viera in 14 are not aether-sensitive and don't go into a murderous frenzy if overexposed. And we could nitpick here all we wanted. Ronso are only the First incarnation while Hrothgar are the source, and given that FF11 has Elvaan and Humes, maybe FF14 is the one that's changing stuff up and adding names for the heck of it.
At the end of the day, this really doesn't matter. Because you're both right, in a way.
Hrothgar aren't Ronso in the sense that
a) We shouldn't expect the Spiran versions of Ronso out of a Hrothgar
b) The FF14 Ronso are the First's version of a Hrothgar, and their lore is only implied VAGUELY in Amh Araeng. And unlike the Gagazet Ronso, the Amh Araeng Ronso were desert-dwellers.
But Hrothgar are Ronso in the sense that
a) They hail from Ronso and are identical, if not expanded concept of a Ronso
b) The First at least provides such an association to the race.
Keep in mind that the moogles we have in 14 are not the moogles we have elsewhere. Look no further than the FF12 Moogles; Montblanc would look at 14 Montblanc and cringe. As did anyone who loved TA and 12 upon seeing him.
It's all a matter of perspective. I personally choose to say Hrothgar are Ronso, and if I need to clarify I say "expanded concept of a Ronso in 14's setting".
Anddo keep in mind, Final Fantasy is notorious for taking stuff out of context all the time as a series. Mateus is both David Bowie and a blue munter. Bahamut is either a neutral entity, a benevolent entity or an outright villainous entity. And the eternal question: is it Kweh or Wark?
