How do I move the two abilities at center of screen in Bozjan Southern Front?

On HUD Layout, select "Duty"



This will let you select and drag the Duty Action toolbar.

Nevermind, I got some help in game. In the HUD layout, need to select DUTY and then you can edit all sorts of more crap. Never knew that!
