True, with DC travel complicating it, But I think it will follow the same path. The maintenance before the 1/11 will add the new DC to the login screen. They will just leave the lobby server for the DC turned off (or login barred) until then. At the specified time it will turn green. In the meantime they will test it in a live sense.

On the 1/11 the mogstation and companion apps will go down for 24 hours, and when they come back up 2/11, people can transfer.

Edit to say: 1/11->4/11 I think would be quite riskier stability wise, with sudden maintenance a possibility. So if anyone wants to reschedule their events to be safe, earlier than 31/10 is likely safer.

It's not that hard but then again the hardest part is convincing the SE defense force that maintenance during a holiday that is recognized throughout most of the world (doubly so on the server region that you are knocking out~) is a bad idea. Though I wonder what part of that decision was made by the JP devs or the Califorina gatekeepers in the west.
