I wonder where you actually see that... They shouldn't be dropped, they actually serves you to time your buff a little better when you have 9 second left before activating your buff. which lead into Cross reapings > Shadow of death > Void reaping > Shadow of death > Arcane circle > Cross reaping > Lemure Slice > Void reaping > Lemure Slice > Communio > Plentiful harvest > "Full enshroud combo with communio".

With this, you have 2 Communio into your buff, and you won't have any problem fitting into other's people buff because it's supposed to be a 2 minute window burst.

If you only want 2 Communios in your buff and not 3 you should be doing Enshroud off w/e gcd -> Shadow of Death -> Shadow of Death -> Arcane Circle and Go. This way you aren't losing the first 2 gcds of your enshroud to not being under Circle and you can fit both Communio's under Circle and all raid buffs.
