    Shorter penalties just means more room to throw a temper tantrum and a match for basically free.

    Don't idle in PvP or don't play when you expect to get up and do something else for over a minute.

    I hear the don't idle in PVP as the player with the PE can leave too and should do that instead of idle whenever possible. There exists the edge case of the PE happening after accepting the queue before the match instance is loaded but we can just accept that as an edge case.

    Clearly you are young and do not have kids. It does not take 3 hours calm a night terror/fix a booboo/stop a sibling fight that children have, frequently these will be a 5 minute activities. But as a parent, you must act immediately to prevent further harm.
    For more serious PEs, yes 3 hours could very well the norm but the player facing such a PE would be likely turning the game off and it would not matter if the penalty was 30 minutes or 3 hours.

    More punishment for idling is an interesting idea.
    A proper escalating timer would be the fairest proper approach.

    Leave penalty: 10 minutes (longer than a CC match) maybe 15 minutes if you want make it a Frontlines match length
    Idle penalty: 30 minutes
    Repeated penalty within the same day: 3 hours; this would inhibit repeat offenders.

    Or, another alternative would be PVP only penalty. It could remain at 30 minutes but won't lock the player out of non-PVP activities. As your stated goal is prevent abuse.

    Even then, for a single offense. It doesnt matter. It only makes an excuse for players to drop out.

    Normaly before starting such thing you should ask yourself: how likely am i going to be disrupted? if that chance is high, just dont start it.

    Kids increase that chance. And especialy kids can be horrible there. You think its fine 10mins after, but then they start again... Kids are even more likely to go that way because once one is anoyed, it quickly will repeat the issue. 30minutes is fine, parenting is more important than a game.

    But in the case of afk vs leaving, promoting players to leave is a good thing (still with penalty). Leaving enables the search for a replacement instantly and reduces the disruption. But even then, only the first leave should be 10mins then. The 2nd one already should be longer. (idealy, afking twice should also increase the timer because repeatedly doing that is still even worse).
