The difference between the Azure Dragoon using Nidhogg's power and us borrowing Hraesvelgr's power is that we immediately give Hraesvelgr's eye back after the fight (not directly shown, but in the cut scene afterwards where we accompany him back to Zenith, he's clearly shown with both eyes). We don't hold on to it long enough to actually gain more than a plot-relevant power-up for the one fight. The Azure Dragoons have been drawing on Nidhogg's Eye for a thousand years, so we can draw on their memories from the dragoon soul crystal to learn their secrets.
