It's most likely part of their business model. The result is to make the content last longer and keep people subscribed that engage in the content. Similar to how old school mmos would make drops rates from content(notorious monsters) be super low. I agree that it's not optimal.

if your static are angry at you over emergency's then they really aren't your friends.Why do you think it's friends and not being able to commit to a scheduled time commitment? It's not hard at all to make friends even for the more abrasive among us.
The problem is committing to a regular schedule and 7 people being angry at you if you have a family emergency or are called into your job unexpectedly. Committing to 1-3 hours of PFs is way easier than committing to a schedule 8 weeks in advance.
Every single ultimate, savage and extreme fight in the game is doable in a pug.
That is not an overstatement, it is a fact.
If your server/World cluster aren't skilled enough for it, Move to another that has a more raid focused environment.
Just made my 10th clear, X4 each 5S and 6S, and X2 7S, so far only got 1 piece of gear and no upgrade mats. And there were people in the parties I was in talking about trying to gear up their alts, when I and others can't even get halfway done with their primarys? Just...... beyond stupid. Sometimes I wonder why I even bother anymore.

BiS-ing "multiple" jobs over 8 months isn't much of an accomplishment. The issue is that this game's archaic lockout system effectively restricts you to one job/role for months at the start of a savage tier, unless you want to artificially gimp your performance by splitting loot. Up until this week's reclears, I only got a single loot drop in 3 weeks of clears, and it wasn't even BiS on my job. I know a dude that is still in only tome/crafted gear w/o upgrades 4 weeks in who just can't roll high to save his life, and now has exactly *one* BiS piece a month after drop due to books.
The system is punishing, slow, and in desperate need of a tune-up. Gearing, especially through PF, for the first couple months has always been CBT and frankly needs addressing.
i believe a lot of people are complain about this issue.
I want to add my case.
I started savage raiding since week 1, but cleared p7s in week 1, and p8s in week 4. But guess what... my main is still ilvl 619 in week 7 after my reclear
And today, when I was waiting in party finder, someone told the leader to open both range/melee, and he said he got both to ilvl 625...., and he cleared p5s in week 3.
And, this week, I saw so many PF start gating people with 620....
SE... really?!! can you please fix this ? this loot system is really big issue for PFer

We just need something like :I'm sure this is a topic that has been discussed multiple times, but the reward system for Savage raids is, in my opinion, badly set up. You only get a max of two chests with one piece of gear each, plus any additional materials, for eight people to fight over, and even if you don't get anything, it still counts as a reward received for the week? There are lots of players, myself included, that normally get low rolls on gear drops, and so we are forced to wait until the following week. The one book a week, I understand, but everyone should get a piece of gear as well. It should be set up like it is in Normal mode, where eight pieces of random gear appear, and then the group rolls on all of it, only able to get one piece. This current setup is a big mistake.
4 books for a weap or chest
2 books for pants / helmet / feets / gloves
1 book for accessories
1 book for upgrades




I still think the solution is as I mentioned earlier in this thread: Gear can stay restriction early on, but as weeks go by, I think the tomestone limit should increase, and book costs can go down the more you purchase to make it so that gearing the first time has a steeper entry, but catching up in your gear becomes much faster the closer you get to the next patch.
