    As far as I know no enemy recovers its damaged parts, so you only really need to incap at the start of the fight. I see it as that we have to decide between Incap vs. Blind and more damage, there are situations where one would be more useful than the other. My guess is maybe the Increased Damage bonus with Concussive blow happening along with the incap would probably make incaps too easy in the long run. I don't really mind how it is now, I can see why they set it up that way.

    Given the changes to CC I say incap should take priority over blind every time. At least in a party. If you are soloing then i'd say blind over incap unless youre farming crap.
