Because as usual they're lazy with glams. Time dedicated to rush new jobs without effort to update existing armor and weapon selections with wide range of reskins. This unfortunately seems to get worse with every expansion.
Tbf, RPR and SGE even getting a second 'AF' at launch is unprecedented. No other class has gotten previous level cap AF sets before. GNB and DNC didn't have 70 AF sets, SAM and RDM didn't have 60 AF sets. and DRK, MCH, and AST didn't have 50 AF sets. I'd look at it less of an AF set and more as a gap set to bridge in the fact that they tied AF gear to the MSQ for the first time ever as a requirement to move on and so they had to put something there to ensure RPRs and SGEs could actually progress through the MSQ. True it would be nice if they got an original dyable set, but at the same time no one else has gotten that and I doubt SE wanted to set a precedent where all new classes get 2 AF sets at their release.
No, they've never retroactively given new Jobs AF sets. Heck, they don't retroactively give new Jobs Relic Weapons (other than NIN, which came out in the same "expack" as the other 2.0 Jobs) and haven't retroactively given them Trial weapons, craftable or otherwise, since 4.0. (We did finally get some GNB/DNC/RPR/SGE weapons from the Knights of the Round fight, but that's likely just because the Dragonsong Ultimate ones are super glowed-up versions of those KotR weapons.)
Honestly a bit confused as to why they gave RPR and SGE 80 AF sets to begin with, tome gear is readily available and if it's just reskins of older stuff you can't dye why bother?

You have to remember, as of ShB, getting a set of AF gear is part of the MSQ, for ShB, complete your role quests to reinvigorate a craftsman, who makes you new gear and EW where Tataru makes your AF sets. Now, imaging you are going through the story and you switch to Reaper/Sage as soon as you can. You get to the end of ShB, complete your role quests, get promised gear and....nothing. You are going to feel robbed and might not know why. For this reason, they had to add some sort of set there to give you something, like the story promised. As for why it is undyable, likely because it is just the level 70 model with better stats. No other job had an AF set at the expansion starting level, so why make the effort here.
The interesting thing will be seeing what happens in the next expansion and Tataru's AF sets are the 'mid way' sets. I suspect it is just going to be the same model as the starting level 80 sets, but whether they will be dyable or not is a different question, especially considering that the ability to dye them is locked behind the role quests.
funny enough, they still didn't do that for the Alexandrian weapons (TEA) even though GNB and DNC got TEA weapons. Probably for the same reason SGE and RPR didn't get Omega weapons.
Point taken, but they could easily decouple the AF set from the MSQ. Especially since Grenoldt doesn't even show up afterwards and there's no mechanical benefit to actually doing the Role Quests if so.
The TEA weapons are glowed-up reskins of certain Heavensward relics, and they never retroactively introduce relics for new classes, so that tracks. (The GNB one is a super glowed-up reskin of the Forgiven's Manatrigger / Neo-Ishgardian Gunblade. Not sure about the DNC one.)
