What is your actual argument cause it doesn't make any sense.

And I am aware of the ToS, however a page of rules is seemingly differing from the actual execution and I may have been mislead on what kind of game Square-Enix wishes to foster.
No, you misconstrue what I said (or troll?), which might be why you don't get what I'm saying:

I'm saying that if it's affecting you directly in parties and groups, then yes, that is a reportable offence.
If you're going to Balmung directly and you're seeing it being spammed all across the world, knowing full well it's a portion of the fanbase that specifically is alright with it and that the world has such an environment, why are you even there to begin with?
It's like going to the bad part of town and complaining it's the bad part of town... yes, we know. If SE actually enforced their rules a bit better, then it likely wouldn't be. But as said: it's a world that is okay with such an environment, meaning reports aren't going to be common nor widespread. So SE lets them be. And for the record? Yoshida has already stated PUBLICLY that they're actually NOT okay with that being done out in the open, even if it's a part of the game known for it.

You'd be the one going to them. If they're coming to you, ok sure, that's an issue. But if they're in their own world and you're complaining that you visited and saw shouty messages about it, then that's on you. You know how Balmung is, everyone does. So why did you go to be offended by it if you knew you'd be in a place that would do it?

Yes, obviously! Why would any sane person not do this? Why would you voluntarily subject yourself to behavior you find disgusting and disturbing? Report it and move on. Avail yourself of the blacklist feature, should you feel the need.

    - If you stay voluntarily, you might examine the possibility that you actually find the chat interesting and that you're having an adverse reaction to liking it. That's OK - it's a normal human response if one is embarrassed about something unusual that they like. Also see: "The lady doth protest too much, methinks." - Queen Gertrude / Hamlet

    - If you stay voluntarily, you might examine the possibility that you're feeding off of the negativity. Again, a normal human response, but you can recognize that and rise above it.

Logically, it just doesn't make sense to voluntarily subject yourself to this stuff. There's something else at play.
