Speculating here, and a lot of people don't like that we do this...
a) Hrothgar require a lot of extra work that non-human characters don't require. Maybe the team needs more time to work on it or just outright has no such experience to pull it off.
b) They operate by rules which "others" do not, such as minimum requirements (need I remind people these got bumped twice, last time was for Endwalker itself? :3), graphical requirements like polygon count (read: why grapes were a meme) or otherwise
c) The way the files are organized and how the models are laid out within said files is absolutely horrid. Which it is, have you seen how character models are organized??
d) Some stuff needed to be repurposed, so they kind of McGyvered their way through the making of these races and now if they pull one string, something breaks elsewhere. Example: why the Kimahri face had its head shrunk and is missing some polygons.
e) We know that some dev team members got shafted over to other departments after HSW was successful. Meaning they don't have people on board for much anymore. Also, FF16 is being made.
f) Sheer disinterest.
Keep in mind only some of these are actually valid responses, and even those that are valid are only valid from a certain, very lenient point of view. Because disinterest is just "the worst case possible, motivated by money". But stuff like model organization and Hrothgars requiring know-how that they don't have are only viable if you think the dev team that gave us complex models and is animating Miqo'tes in every cutscene now is utterly braindead.
If an amateur can do it, why can't they who made the damned race? Said amateur is a pre-bachelor 3D modeller with zero affiliations to the studio. This is Square Enix we're talking about, and the engine is the same they used for FF15. Google "Noctis Hair strands" for more, or just... google "DirectX12 Witch Chapter 0". Sure, they're AAA quality... but that's the point: it doesn't discredit the fact that this is made by Square Enix, and thus are 100% capable of dealing with low-poly lion faces in comparison.
As for limitations... do away with them. Because we're no longer living under the PS3 era, and minimum requirements are the least of your concerns when it comes to a few extra polygons. Player experience should come first, not how nice the pier at Thavnair looks.
