I've noticed that too but I don't see it as "ignoring" so much as "repurposing". If the gear makes sense in the new setting and it means the characters can have a bigger variety of outfits on the same budget, I don't see a problem with it.

It's definitely odd that the Voeburtite gear got overlooked, but it's in a bit of an unusual situation to begin with since it's the former inhabitants of the country, with no playable zone full of NPCs needing to be dressed up in locally appropriate outfits (as most dungeon gearsets get used for, and are presumably designed for in the first place). So perhaps it got overlooked as a result. It might depend how the planning for the role quests lined up with planning for zones and dungeon gear.

Still, the Dravanian sets aren't a bad choice for the setting, whether they were just picked for the look or if they were coming from a more lore-based aspect since Voeburt does seem to be in Dravania anyway. (It looks like the Forelands to me.)
