Adding more Wards places more strain on the server, and past a certain point, you start running into stability issues. If SE could add a thousand Wards tomorrow, they absolutely would, because the devs are sick of players complaining about housing.

The fundamental problem everyone overlooks with their fantasies of 'Instanced Housing' this or whatever other fancy they've invented, is the simple truth that the playerbase is too crowded together. Endwalker already proved this with the horrendous queue times, especially as NA hasn't had new servers since before Heavensward, and EU's still crowded despite the 4 new servers we just got.

What the game fundamentally needs is more player servers outside of JP. NA likely needs double the current server capacity minimum, and EU could do with a noticeable increase as well.
EU will be getting a new data center with 8 worlds next year. That should bring their average population fairly close to the JP average population.

Their expansion announcement back in January did say with respect to NA

Instanced housing itself truly is not a problem. A player can only be in one instance at a time. If a player isn't in an instance, it's not taking up memory on the instance servers. If SE is confident enough that their servers can handle Duty Support, solo duties, Island Sanctuary, etc. (outside of the occasional glitch), there should be no problem with instanced housing.
