Too much misinformation here. They don't need to finish ARR to unlock the job.

Other than that, I don't know what the problem could be from what you stated. My best guess would be that they mistakenly went to the Reaper unlock quest instead of the Samurai since they're both in Ul'dah and that's why it said It was unavailable to them, due to level requirement.

Sorry, some of us have been playing for a long time and did this a long time ago. I can assure you that completing the Ultima Weapon quest used to be a requirement, if it isn't anymore...fine. However, since many people will look up and verify the starting quest NPC location, I don't think they would be mistaking the reaper unlock for samurai. I'd say it's more likely they bought Endwalker and never registered the game code to their account, so it still thinks they're on the free trial.

yeah normally you only need to hit lvl50 with DoW and have the Stormblood Licence or Later ones

The jobs after HW have, strictly speaking, no MSQ requirement whatsoever, and never have.

However, people who buy a level skip immediately at the start of the game without a story skip will find themselves unable to travel between Aldenard and Vylbrand because travel between the two is locked behind the Lv15 Envoy quests. This has a side effect of blocking people who start in Ul'dah or Gridania from unlocking dancer and sage until they do Lv15 MSQ and gain access to Vylbrand, and people who start in Limsa Lominsa are blocked from unlocking the Ul'dah and Gridania jobs until they unlock travel to Aldenard. These are just side effects though, and not requirements of the job quests, which only care that you have a high enough level DoW/M and have registered the appropriate expansion on the Mog Station or PSN.
