Fishing in FFXIV mimics many parts of real-life fishing. We know this through the mechanics and care that goes into many of the species of fish (they almost all have real-life counterparts). FFXIV fish is, in some part, almost a fishing-sim, rather than something you might see in Stardew Valley or something.
PART of that mimicry and fishing-sim-ness is the fact that sometimes, no matter what, a fish will bite and just slip off the hook. The impact on the player is the immersion and allusion towards a real-life fishing experience. Is it a 1:1 replica of real-life fishing? No. Does it take parts of it? Yes.
I will add that regardless of your level, no fish is ever a 100% catch rate. Common (white background) fish are - HEAVILY impacted by gathering though, so the higher it is, the less likely it will be to get away; but it is never 100%.
