I don't think that's quite right. FC membership counts are based on characters, not players. So if the FC has 4 characters all belonging to the same player (as a "shell" FC would), shouldn't that be enough?

Yes, should have been more specific, it can be 4 characters all being part of one single account. The FC also needs to be rank 6 to participate.

I believe all they are saying is if during the lottery, that if someone leaves the FC you wouldn't be able to claim the plot as there would only be 3 people left in the FC.

Sad to hear, my friend left our FC because he wants to join a "bigger" FC just in time for the lottery

This is an excellent suggestion. As long as the FC has at least 4 members when it comes time to finalize purchase, it should be fine. They don't have all be purchase eligible.
