It has to be that, as you have no issues with other characters. If it were a driver or hardware error all characters would have the same issue

Also you once you delete the glitchy character config files in " Documents\My Games\FINAL FANTASY XIV - A Realm Reborn " after you have gone back into the game and itr remakes a profile , exit the game and go into one of the other characters folders and copy paste their config files over to the fresh profile saving you having to redo keybinds and ui layouts
