Yes they have a version of it thats a little bit behind the worldwide release. But they do get some stuff ahead of us like the mogstation outfits

This happens every expansion. We have huge population between X.5 patch and X.05 patch. Then during X.1-X.4 the population drops off. Many people only play during the expansion period and then wait until the expansion is about to come out to catch back up.

Which can be because players did not want to change DC yet, a lot of players build a group of friends. And for many oceania players, those friends would be on the NA DC. Changing DC then would prevent you from playing with them.
Even when now they can go to the new DC and travel back to the NA DC, they might still not do that, since in the end, if they would be on the oceania DC, they most of the time still need to DC travel. This can cause very inflated numbers on the NA DC.
In short, the statement that the NA DC represents the US, is most likely just false (and note, other DCs might also still have inflated numbers, but as the NA servers very likely also have SA included in them, you can be quite sure that SA is another big reason for inflated numbers).
