Lottery still broken?

I have bid on 3 mediums since the lottery was implemented. On all three the winner has won with just two digit number of 99 or below. The last one had over 400 bidders and a the winning number was 83. I'm just curious if anyone has won their plot with a 3 digit number when the bidders are over 99 plus on a single plot, since the lottery was supposedly fixed or is this a fluke?

Oh and to add all the plots I bid on had more than 99 bidders.

The medium lot I had six entries on this cycle (176-178, 180, 181, and 284) had 384 total entries, and was won by entry 185.

That's good, then RNG is just being mean.

My son put in a bid (#92) for a house this last cycle. The winner was 105.
