The writers had all agreed for a long time that neither Hydaelyn nor Zodiark should be the final boss. It would have been too obvious..

And you know that how?
This hole part in EW was made poorly that all.
Out of no where there a new villain that's not even lasting half the expansion?
Good Volans was zenos (in SB)and emet selch. Why? They was build up slowly and payed off. Was more that just "emotions are bad existence is pain let's all Suicide".
Over all EW fells like that mixed 2 or even 3 expansions in to 1.
