Nevermind, it's a leveling dungeon thing. That's a bit "silly" that it isn't a thing for previous level cap dungeons.

IMHO it's nonsensical that capstone dungeons are excluded from the "one piece guarantee" rule in general. What's the point of that?

Well for dungeons that are part of the current endgame, it's something to grind. Arguably the same deal for older dungeons, though it would be nice if they eased it up for outdated content.
